糖尿病教育管理“二重认证”模式在中国的实践探索——糖尿病教育管理单位认证项目实施的意义和价值

  【摘要】 背景 系统化、规范化的糖尿病教育管理体系是糖尿病诊疗的关键因素之一,是我国糖尿病教育管理发展的必经之路。 目的 借鉴国际成功经验,结合中国当下糖尿病患者的健康教育和疾病管理现状,中华医学会糖尿病学分会(CDS)于2012年启动了为期2年的糖尿病教育管理单位认证项目,开启了“二重认证”模式在中国的实践探索。 方法 本文通过对糖尿病教育管理单位认证项目的回顾,围绕为构建糖尿病教育管理体系而推行的6大认证标准进行解读,以及对通过认证的99家医院的糖尿病教育管理体系建设成果进行统计和分析,与未通过认证的医院进行比较。 结果 糖尿病教育管理单位认证项目在构建高素质、专业化的教育人才梯队,推动医院围绕“组建有资质的3~5人糖尿病教育管理团队”“具备固定面积的教育场所”“具有常规教育课程体系”“具有定期随访系统”“具有客观评价系统”“能对下级单位提供糖尿病管理和支持服务”6大标准建立规范化、系统化的糖尿病教育和疾病管理方面,作出积极的探索。 结论 单位认证项目从单纯的培训上升为“培训-实践-认证”的体系,突破以往只针对糖尿病教育者个人进行资格认证的传统形式,将糖尿病专职教育师与医院糖尿病管理体系和糖尿病教育项目结合,推动糖尿病教育管理的系统化和规范化,促进高质量糖尿病教育项目的临床实践。

  “Double accreditation”in diabetes education and management in China——The significance and value of implementing the program of accreditation for diabetes education and hospitals GUO Xiao-hui,SUN Zi-lin,LOU Qing-qing,et al.Department of Endocrinology,Peking University First Hospital,Beijing 100034,China

  【Abstract】 Background A structured,standardized,and effective diabetes education and management system is one of the key elements to a successful diabetes diagnosis and treatment framework.It is also an inevitable stage of the development of diabetes education management in China. Objective After learning the international successful experience,and combining the current situation of patient education and disease management among patients with diabetes in China,in 2012,Chinese diabetes society (CDS) initiated the twoyear program of accreditation for diabetes education and management organizations,which started the exploration of practicing the “double accreditation” mode in China. Methods This paper reviewed the program of accreditation for diabetes education and management organizations,interpreted the 6 standards which made the cornerstone the diabetes education and management system,and analyzed the outcomes with regard to developing diabetes education and management system from 99 accredited hospitals and also compared these results with the data from the hospitals which failed the accreditation. Results It was found that the program of accreditation for diabetes education and management organizations had positive and explorative effects on training high-quality and professional educators,and promoting hospitals to form standard and structured diabetes education and disease management based on the 6 standards. Conclusion This program evolved from training to the system of “training-practicing-accreditation”. It broke the traditional form of only focusing on the accreditation for diabetes educators,and combined diabetes educator accreditation and with diabetes education program accreditation,which accelerated the progress of forming structured and standard diabetes education management and promoted practice of high-quality diabetes education program.
